The Licensing Branch of MSDE’s Office of Child Care is directly responsible for monitoring and enforcing compliance with child care licensing regulations. The Licensing Branch staff helps providers achieve and maintain compliance by conducting regular inspections of child care programs and providing technical assistance and consultation to child care providers on compliance-related issues. However, when a child’s health or safety may be placed at risk because a program cannot or will not comply with licensing regulations, an enforcement action against the program’s license may be necessary. This action may include Emergency Suspension, Suspension or Revocation of the license.
All programs participating in Maryland EXCELS at Quality Rating 2 or higher must have no enforcement actions pending. Enforcement actions pending include: Emergency Suspension, Suspension, or Revocation where all appeals have not been exhausted.
If your program has no enforcement actions pending, it meets the requirements for Licensing and Compliance: Enforcement: LIC 3.4.
