Licensing Requirements

Quality child care and early education programs provide positive environments where children develop and bloom. These programs are inviting places where children and adults experience respectful interactions, engaging activities, and time to explore, discover, and learn.

Maryland’s licensing regulations require programs to provide developmentally appropriate learning environments where all children have opportunities to interact with others and benefit from purposeful activities.

If your program holds a valid Maryland license, it meets the Maryland EXCELS requirements for Developmentally Appropriate Learning and Practice: Environment: DAP 1.1. No further action or documentation is needed at this level.
